Program details

The EB-5 program is the primary investor pathway to US permanent residency. Applicants must demonstrate their investment creates 10 full-time jobs for US workers.

Targeted Employment Areas (TEA) in rural or high-unemployment zones qualify for reduced investment thresholds. A visa reserve system prioritizes TEA investments: 20% for rural areas, 10% for high-unemployment zones, and 2% for infrastructure projects.

The initial Green Card is conditional for 2 years. After demonstrating job creation requirements are met, conditions are removed and permanent residency is granted.

Note: The "Gold Card" program introduced via Executive Order 14351 in September 2025 offers an alternative path with a USD 1.0M contribution and no job creation requirement. This program operates parallel to EB-5 and remains subject to ongoing litigation.
