Program details

Serbia's Law on Foreigners provides a specific legal ground for temporary residence based on ownership of immovable property. For this purpose, the immovable property must be a housing building or housing unit in Serbia in which the foreigner actually resides, so it is not designed for purely passive property holding.

The residence process is document-driven rather than threshold-driven. The applicant must meet the general eligibility criteria for temporary residence, including a valid passport, evidence of means of subsistence, a registered address in Serbia, and health insurance, and must submit proof of ownership of the qualifying property.

The competent authority must decide within the statutory decision period set in the law. Temporary residence is renewable if the basis continues and the general conditions remain met. Separate government guidance indicates permanent residence is generally available after three years of uninterrupted and actual residence, subject to exceptions.

This residence basis does not grant Schengen free movement. It can still be attractive for applicants looking for a European base with relatively moderate tax rates and a residence path that is anchored in a clear legal provision, rather than a discretionary investor program.

If the end goal is citizenship, treat it as a separate track. Serbia's citizenship rules have their own requirements beyond simply holding temporary residence, and should be assessed case by case.
