Montenegro Temporary Residence Permit

Montenegro's Foreign Nationals Law provides a clear basis for temporary residence for a foreign national who owns real estate in Montenegro and can prove the right to use and dispose of that property. This is commonly used as an investor-style residence route, but it is legally structured as a standard temporary residence ground rather than a dedicated golden visa.

There is no published minimum property value in the statute for this residence basis. The core requirement is documented ownership from the cadastre (a real estate folio or equivalent evidence) plus meeting the general temporary residence conditions such as sufficient funds, accommodation, and health insurance.

Processing is governed by statutory decision rules, with the Ministry deciding on the application after obtaining required security opinions. In practice, the permit is issued for up to one year and can be renewed as long as the applicant continues to meet the conditions and retains the property basis.

This residence status does not confer Schengen free movement. It may, however, serve as a platform for long-term settlement: permanent residence is generally available after sustained lawful residence, and citizenship eligibility by naturalization is a longer path that includes a language requirement.

Because this is not a fixed-threshold program, the main diligence point is documentation: proving ownership, lawful funds, accommodation, and compliance with the general conditions, rather than meeting an investment minimum.
