The tax benefits are exceptional: zero income tax, zero wealth tax, zero capital gains tax, and zero property tax. This makes Monaco home to approximately 16,000 millionaires within a population of just 40,000.

Applicants typically need EUR 500K+ in bank deposits, with EUR 1M+ being more common in practice, plus either a property lease or purchase. The bank reference letter must be issued in French by a Monaco-registered bank. While Monaco is not a Schengen member, residents enjoy travel access via France.

The application process involves a mandatory in-person interview at the Sûreté Publique where authorities assess your background, work experience, family situation, and intentions. A detailed CV is required including the documented origin of your financial and real estate resources. Non-EU citizens must first obtain a French long-stay visa (Type D) before applying in Monaco.

Processing times average 72 days for EU/EEA citizens and 85 days for non-EU citizens according to official statistics. The initial permit is valid for one year, renewable annually for up to three years. After three years of residence, you qualify for the three-year Ordinary Card (Carte Ordinaire). After ten years of continuous residence with proven physical presence, you become eligible for the ten-year Privileged Card (Carte Privilège).

While Monaco law does not publish specific minimum presence requirements, authorities expect proof of genuine residence through utility bills, rental payments, and local spending patterns. The privileged card typically requires residence of at least six months per year.

After ten years of residence, naturalization may be requested directly to the Sovereign Prince, though this remains highly discretionary and requires renunciation of previous citizenship along with demonstrated French language proficiency.
