Malta's Permanent Residence Programme (MPRP) grants immediate permanent residency in an English-speaking EU member state. The program requires a combination of property investment, government contribution, and charity donation.

The program was simplified in January 2025 with a unified EUR 37,000 contribution (regardless of property purchase or rental) and streamlined family fees. Spouses and minor children no longer pay separate contributions, significantly reducing total costs for families.

A key advantage is no minimum stay requirement to maintain residency status, making it ideal for investors seeking EU access without relocation commitments. Important distinction: This program grants permanent residency only, with no direct pathway to citizenship. Malta's separate citizenship program (MEIN) was paused in April 2025 following an ECJ ruling, but the MPRP residency program remains fully operational.
