The program targets retirees, passive income earners, and high-net-worth individuals who wish to live in Italy while supporting themselves through pensions, rental income, investment returns, or other autonomous financial resources. Established under Presidential Decree 394 of 1999, this visa has become increasingly popular among those seeking to combine Italian residency with the country's special tax regimes for new residents.
Applicants must demonstrate a minimum annual income of EUR 31K for a single person, with the threshold increasing by 20 percent for a spouse and 5 percent for each dependent. A married couple typically needs to show between EUR 38K and EUR 40K in stable, regular passive income.
The visa is initially granted for one year and can be renewed annually, provided the holder continues to meet financial and insurance requirements. After five years of legal residence, visa holders become eligible to apply for permanent residency, and after ten years, they may apply for Italian citizenship by naturalization.
The Elective Residency Visa requires holders to maintain physical presence in Italy for at least 183 days per year to retain their status. This threshold also triggers Italian tax residency, subjecting holders to taxation on worldwide income. However, new tax residents can opt into Italy's lump-sum flat tax regime, which allows payment of EUR 300K annually on foreign income starting from January 2026, with an additional EUR 50K per dependent.
Processing times vary by consulate, typically ranging from two to six months. Applicants must provide proof of adequate housing in Italy, comprehensive health insurance coverage, and demonstrate that their income is stable and expected to continue into the future.
The program prohibits holders from engaging in any employment activities in Italy, making it suitable exclusively for those with passive income sources. Family members can be included in the application:
