Program details

Cayman's main "residency by investment" style options for private clients sit under the Immigration (Transition) Act and are administered by WORC. The two core routes marketed to high-net-worth applicants are the Residency Certificate for Persons of Independent Means (long-term, renewable) and the Certificate of Permanent Residence for Persons of Independent Means (indefinite, but revocable if conditions are breached).

For the Residency Certificate (Independent Means) in Grand Cayman, the Immigration Regulations (2025 Revision) require proof of annual income of at least KYD 120K or maintaining at least KYD 400K in a local institution, and a local investment of at least KYD 1.0M , with at least KYD 500K of that investment in developed real estate. The Regulations also provide lower thresholds for Cayman Brac and Little Cayman (KYD 75K income or KYD 250K deposit, and KYD 500K local investment with at least KYD 250K in developed real estate). For the Certificate of Permanent Residence (Independent Means), the Regulations set the prescribed sum at KYD 2.0M in developed real estate.

Physical presence requirements differ by certificate. The Act provides that a Residency Certificate (Independent Means) can be revoked if the holder fails to be physically present in the Islands for at least 30 days in aggregate in any calendar year. For permanent residence, the Act's general loss provisions include the risk of revocation if the person is ordinarily resident outside the Islands continuously for a period of one year or more, which is why many advisers summarize the maintenance requirement as returning at least once per year. Fees are significant: application and issue fees for these certificates are set out in the Regulations, and current WORC forms reflect issue fees of KYD 20K for the Residency Certificate and KYD 100K for the Permanent Residence certificate, plus KYD 1K per approved dependant.

These certificates do not grant an EU travel right. They do, however, allow legal residence in a zero-direct-tax jurisdiction, which can be attractive for clients who can legitimately source their income outside Cayman. Because rules and required evidence are detailed and fact-specific, applicants normally use Cayman counsel to confirm the right certificate, investment structure, and ongoing compliance before committing capital.
