The Virgin Islands has been modernizing its immigration framework, including introducing investor-focused certificates of residence (for example, certificates tied to direct investment, substantial business presence, and persons of independent means). These certificates are designed to allow a foreign investor to reside in the Territory, subject to Cabinet decision-making and whatever criteria is set in implementing regulations.

Draft policy work reviewed by government in the post-Commission of Inquiry reform period cited high minimum investment figures, including a minimum of USD 5.0M in real estate investment and USD 10.0M in an enterprise investment track. Treat these thresholds as indicative only unless and until confirmed in binding regulations or published program rules.

BVI residence does not provide Schengen access. Certificates are expected to be renewed periodically (the draft legislation references renewals every 5 years), and can be revoked if the investor fails to maintain the level of financial investment stated in the application or breaches other conditions.

There is no automatic or expedited path to UK citizenship through BVI residence. Any path to belonger status or nationality is separate and governed by local law and UK nationality rules.

Bottom line: confirm the live operational status of the investment residence route, the exact minimum investment levels, eligible asset types, application fees, and expected processing time directly with the Immigration Department before relying on this as a planning pillar.
