Macau
Macau pairs a capped 12% salaries and profits tax system with a territorial tax base, but its investor residency route is business-first and high-ticket.

Country details
Macau (Macao SAR) is a Special Administrative Region of China and a global gaming and services hub with a small, high-density footprint in the Greater Bay Area. For HNWIs, the appeal is mainly the low headline tax rates and proximity to Hong Kong/Guangdong, rather than a passport or EU-style mobility play.
On default taxation, Macau's main direct taxes are modest by global standards: profits tax is progressive with a top rate of 12%, and salaries tax is progressive up to 12%. Macau does not operate classic net wealth or inheritance taxes, and there is no separate capital gains tax; in practice, gains linked to a taxable business can be assessed under the profits tax framework. Macau's tax reform agenda explicitly emphasizes the territorial principle of taxation, so correct source analysis matters in any planning.
For immigration, Macau's key investor route is a temporary residency pathway administered through the Commerce and Investment Promotion Institute (IPIM) for applicants applying on the basis of major investment or a major investment plan. Notably, new applications based on real estate investment were discontinued from 4 April 2007; the "major investment/plan" route is the relevant pathway for new investor applicants today.
Macau can work well as a low-tax base for those whose economic activity is genuinely situated outside Macau and who are comfortable with a China-linked jurisdiction. The practical caveats are that the investor route is operationally oriented (not a passive property play), and the residency status is not a straightforward "citizenship pathway" in the way some standalone countries structure their programs.
